§ Mr. DEVLINasked the Secretary for the Home Department whether his attention has been called to the dissatisfaction which exists amongst the mill and factory workers in Belfast in consequence of the operation of the system of fines for late attendance and other trivial offences which is being enforced by the employers; and whether he will direct the local factory inspectors to make representations on the system with a view to its mitigation or abolition?
