GREYThere have so far as I can ascertain been no recent Decrees on the matters mentioned which deal specially with the Katanga, though I am aware that the Katanga Special Committee have recently issued Regulations respecting the lease and sale of lands. As to the second part of the question, I must decline to commit myself to an expression of opinion in regard to any of the recent Belgian Decrees until I see how they work in practice.
