asked the First Lord of the Admiralty whether, seeing that preliminary preparations are to be made for a second dock at Rosyth, the Board of Admiralty, in order to secure economy in peace and security in war, would make it an axiomatic rule that at each and every place selected as a site for a land or floating dock a minimum of two docks shall be provided?

Such a rule would not always be applicable. Each case is considered on its merits, with due regard to economy and efficiency.
