asked the Secretary of State for Foreign Affairs whether, in view of the fact that His Majesty's Government do not recognise any claims on the part of Russia to exercise jurisdiction over British vessels beyond the generally recognised territorial limit, he will take steps to ensure that British trawlers will not in future be arrested or molested when fishing off the coast of Russia outside these limits?

As regards the first part of the question, we have already made representations based on the information received in regard to the arrest of the "Onward Ho," and this case will be dealt with on its merits as soon as we have received the reply of the Russian Government. As regards the general question, we will ascertain what the Russian Government do claim as territorial waters, and whether these claims are in accordance with the generally recognised limits of territorial jurisdiction.
