§ The LORD ADVOCATE (Mr. Ure)Assuming that my hon. Friend refers to the question of the use of studs on the wheels of traction engines I would refer him to the reply which I gave to the hon. Member for Roxburgh on 23rd June to the effect that there is not at present sufficient agreement to justify the Secretary for Scotland in dealing with this matter in the only manner possible—namely, by action applicable to Scotland at large.
