asked the Secretary of State for Foreign Affairs whether His Majesty's Government have received a copy of the new Russo-Japanese Agreement; and, if so, whether the terms of that Agreement are strictly in accord with the provisions of the Portsmouth Treaty of Peace and the Anglo-Japanese Allance; and whether the scope of that Agreement includes Mongolia or any part of Mongolia?
