Mr. McKINNON WOODUnder Norwegian law territorial jurisdiction is claimed over all waters up to a distance of four English nautical miles beyond the furthest outlying island or rock which is not washed over by the sea. I am not 8 aware of any instance of the practical assertion of this claim, which is not admitted by this country.
