Mr. WHITEHOUSE

asked the Secretary of State for the Home Department whether he would consider the advisability of issuing instructions to returning officers at Parliamentary elections to remove from the ballot boxes as they arrive, and before they are inspected by either candidates, agents, or counters, the labels showing the polling station from which the boxes have come, substituting instead marks or numbers to which they alone would hold the key?

My right hon. Friend has asked me to reply to this Question. I am not aware of any authority for the issue to returning officers of instructions of the kind referred to.
