§ Mr. McKENNAThere has been no change in this matter since the decision taken by the Conservative Government in 1905, with regard to which the hon. Gentleman will find full particulars in the memorandum entitled, "A Statement of Admiralty Policy," and the notes appended thereto, presented to Parliament by that Government shortly before they left office.
