The Votes and Proceedings of 11th February contained the following announcement signed by the Speaker:—

"By virtue of an Act passed in the twenty-fourth year of the reign of His late Majesty King George the Third, intituled, 'An Act to repeal so much of two Acts made in the tenth and fifteenth years of the reign of His present Majesty as authorises the Speaker of the House of Commons to issue His Warrant to the Clerk of the Crown for making out Writs for the Election of Members to serve in Parliament, in the manner therein provided, and for substituting other provisions for the like purposes;'

I do hereby nominate, appoint, and authorise—

The Right Hon. Sir James Henry Dalziel, Bart.,

The Right Hon. Evelyn Cecil.

William Lehman Ashmead Bartlett Burdett-Coutts, Esq.,

Thomas Power O'Connor, Esq., and William James Thorne, Esq.,

being Members of the House of Commons, or any one or more of them, to execute all and singular the powers given to the Speaker of the House of Commons for the time being, for issuing Warrants to the Clerk of the Crown, in the cases as in the said Act specified.

Given under my hand and seal this eleventh day of February, in the year of our Lord one thousand nine hundred and nineteen."
