§ Mr. LLOYD-GEORGEThe answer to the first two questions is in the affirmative. The authority is Section 11 of the Exchequer and Audit Departments Act, 1866 (29 and 30 Vict. c. 39) and Section 1 of the Treasury (Temporary Borrowing) Act, 1910.
