§ Mr. McKENNAThe selection of workmen to be placed on the established list in vacancies is made by the local officers, and it is not considered that the circumstances require that workmen who are employed as divers should be regarded as a separate class to be given preference for the establishment at the expense of other equally deserving workmen.
