Mr. GINNELL

asked the Chief Secretary if he can say when the Development and Road Improvement Funds Act, 1909, will come into operation in Ireland; whether it is his intention, as a means of promoting its first purpose, agricultural industry, to arrange for the whole or partial redemption or extinction of the debts due in respect of labourers' cottages and plots; and whether he will give favourable consideration to joint representations with that object from district councils and from labourers?
