asked the Secretary of State for Foreign Affairs whether he has received representations with reference to the commercial inequalities arising from the courts of certain Foreign countries bringing within their jurisdiction, by registered letter or consular action, persons resident here but having no residence or property there, and pronouncing against them judgments which may be subsequently enforced if opportunity offers, while the courts of this Country do not extend their jurisdiction correspondingly; and whether it is proposed to take any steps to equalise matters in this respect?

I have considered the cases which my hon. Friend has brought to my notice, but as far as I understand the question I am not satisfied that the suggested difference of practice exists. If, however, my hon. Friend will give me some more precise particulars, I will look into the matter.
