§ The PRESIDENT of the LOCAL GOVERNMENT BOARD (Mr. Burns)The statutory provisions on this subject refer to elementary education, and consequently legislation would be necessary to secure the object which my hon. Friend has in view. The fees at present paid to Registrars are fixed by Statute.
