Mr. BUXTONI am informed by the chairman of the Chain Trade Board that the rates proposed to be fixed by the Board are intended to apply to hand-hammered chain whether made in factory or workshop, and whether the blast is secured by mechanical means or otherwise. Hand-hammered chain does not include electrically welded chain.
