asked the Secretary of State for Foreign Affairs whether the agreement of 1899 between Great Britain and Russia, whereby the former undertook not to seek railway concessions north of the Great Wall of China, was a formal agreement or merely an understanding based on certain letters; and whether such agreement or letters had been published; and, if so, when and where?

The 1899 Agreement was a formal agreement effected by an exchange of Notes between His Majesty's Government and the Russian Government. It was published the same year as a Parliamentary Paper, No. 11, Treaty Series.
