asked what is the total addition to the personnel of the British, French, German, United States, and Japanese navies, respectively, since 31st March, 1906, including, where possible, the figures for 1910–11?

These figures are taken up to and including the financial year ending 31st March, 1911, for the United Kingdom and Germany; 31st December, 1910, for France; 30th June, 1910, for the United States of America; and 1st January, 1910, for Japan.
