asked the Chancellor of the Exchequer whether, in view of the fact that the receipts from local taxation (Customs and Excise) varied from year to year, he would consider the desirability of substituting a fixed grant so as to enable local education authorities to correctly estimate the amount of funds available for the purposes of higher education at the commencement of each financial year?

I am.aware that there is a good deal to be said for my hon. Friend's suggestion, and I will gladly give it my consideration.

Will the right hon. Gentleman consider the advisability of altering the system under which the extension of higher education depends directly on the consumption of drink?

That is practically the answer I have given. It is very undesirable that the amount should fluctuate, and I think something ought to be done to put that right.
