Mr. FELL

asked the President of the Board of Trade if he would state how many foreigners were registered as holding pilot's certificates; and if they could be classified according to the countries to which they belonged?

Mr. FELL

asked the President of the Board of Trade on what date the last certificate as pilot was granted to a person who was not a British subject; and if it was an absolute regulation at that time that no further certificates would be granted to such persons under any circumstances?

Mr. BUXTON

No new pilotage certificates can be granted to foreigners under any circumstances. Pilotage certificates could be issued to alien masters or mates prior to the 1st June, 1906, and some of the certificates held by foreigners at that date have been renewed in accordance with the provisions of Section 73 of Merchant Shipping Act, 1906. The number now in force is sixty-five. The nationalities of the holders are as follows:—Thirty-one Dutchmen, nine Germans, seven Frenchmen, seven Swedes, three Norwegians, three Russians, three Belgians, two Danes.

If no other certificates will be granted or renewed, will that be done by regulation or in what way is it absolutely certain?
