asked whether the scheme of reconstruction of the House of Lords which is contemplated by the Cabinet will provide for the limited veto on all Bills that may be passed by the House of Commons?

The PRIME MINISTER

It would be premature at present to make any statement on the character and provisions of any scheme of reconstruction.

Sir HENRY DALZIEL

May we take it no decision has been arrived at?

The PRIME MINISTER

I have nothing to add to my answer.

Mr. JAMES HOPE

Would it be premature that there should be any change in the constitution of another place until a Home Rule Bill has been passed?

The PRIME MINISTER

Again my answer is that the hon. Gentleman must wait and see.
