I beg to ask the Lord Advocate what is the difficulty in embossing the Scottish Royal Coat-of-Arms on Scottish Papers printed in England, in view of the fact that, after due consideration last Session, it was found possible, as far as regards the Reports of the Scottish Education Department, to emboss the Scottish Arms on them instead of the English, although printed in England, and whether the same consideration can be extended to other Parliamentary Papers referring to purely Scottish departments, such as the recent Scottish Minute regarding the Office of the Register of Sasines, Edinburgh; and whether steps could be taken in future so that as many as possible of the Scottish Papers and Minutes should be prepared in Scotland.
