I beg to ask the Lord Advocate whether he is aware of the circumstances under which Mr. Young, the rector of the Anderson Institute at Lerwick, has been dismissed by the School Board from his office; and, whether, seeing that so large a portion of the salary and pension of teachers in public schools in Scotland is supplied from other than local sources, the Government will be prepared to institute some means, by legislation or otherwise, whereby an independent inquiry can he held in such cases.

The circumstances of the case referred to are now subject of correspondence with the School Board, and it is inexpedient to make any statement regarding it at present. The appointment and dismissal of teachers are matters for which school boards are responsible to their constituents, and the Government are not at present prepared to institute legislation on the subject.
