I beg to ask the Vice-President of the Committee of Council on Education whether the Science and Art Department regard scholarships held at any school or college, and paid for by the technical instruction committee of any county council, as constituting aid to that school or college; and, if they do not so regard them, whether such scholarships can be held at schools or colleges carried on for private profit.

The question asked by the honourable Member is a legal one, which would have to be determined in the first instance by the Local Government Board auditor. The Science and Art Department has never regarded scholarships as constituting aid to the schools at which they are held; but their view does not bind the Local Government Board auditor.
