I beg to ask the Under Secretary of State for Foreign Affairs whether any representations have been made to him in respect to the refusal of the Russian Consul at Hankow to recognise the title of British subjects to property owned by them within the Russian concession; and whether any communication has passed between Her Majesty's Government and the Russian Government in respect to same; and, if so, whether he can give the result of such communications.

Representations have been made to the Russian Government on the subject, and they have sent instructions to their representatives in China to suspend all definite action in the matter pending further orders.
