I beg to ask the Under Secretary of State for Foreign Affairs if he can now indicate what arrangements Lord Salisbury proposes to make to second the efforts of His Excellency the Finance Minister of H.I.M. the Tsar to develop British trade in Russia, and particularly in the promising areas for iron and steel of Poland and the central provinces?

It is the intention of Her Majesty's Government shortly to take further steps in certain districts to develop British trade, and the opportunity for encouraging our trade in Russia will be carefully considered.
