§ THE SECRETARY OF STATE FOR INDIAThe two cases which are contrasted in my right honourable Friend's-Question do not stand on the same footing. The Indian civilian has advantages both before he leaves for India, and after his arrival there, which the police and forest officers do not enjoy. But on the other hand it has never been the practice to pay for his passage to India, and I see no sufficient reason, as at present advised, for making any change in this respect.
