I beg to ask Mr. Chancellor of the Exchequer whether the proposed new stamp duty on Colonial mining scrip will have to be paid on the occasion of every transfer, or whether the payment of the duty in the first instance will be accepted as final?

said any instrument which comes within sub-clause 2 of clause 3 of the Finance Bill, when once stamped with the proposed new duty, will not require to be stamped a second time.
