I beg to ask the First Lord of the Treasury whether he is yet in a position to state what will be the scope and nature of the inquiry to be undertaken at the Conference of the North Sea Powers; and whether a representative of Great Britain has yet been decided upon?

I am sorry to say I can make no statement on the subject, as negotiations are still proceeding upon it.

Can the right honourable Gentleman give any indication as to when he will be able to do so?

It is always difficult to fix a term for negotiations between different Powers, but if the honourable Gentleman will put that Question on the Paper, I will endeavour to ascertain the views of the Foreign Office upon it.
