I am sorry to delay the House, but I wish to draw attention to a matter which affects the House generally. I refer to a circular, a copy of which was sent a few weeks ago to every Member of the House, accompanied by a letter from Lord Halifax. That circular is within the cognizance of the House, because the attention of every Member was drawn to it. It embodied a resolution which it was stated was unanimously passed by a body called the English Church Union. I do not propose to raise any theological controversy, but I venture to say that this circular raises a very important constitutional question.
