I beg to ask the Secretary of State for India whether he is aware that the messing on board ship for officers proceeding out to India on duty was formerly 2s. per diem, and for officers granted an indulgence passage 6s. 6d. per diem; will he explain why these charges have been raised to a uniform rate of 10s. per diem; and into whose pocket does the large profit go which must result from such a high charge?

Perhaps I may be allowed to answer this Question. There has been no change in the messing charges for officers proceeding out to India on duty. The rate is 2s. a day for officers on duty, and 6s. 6d. for officers granted indulgence passages.
