HC Deb 20 March 1899 vol 68 cc1459-65
MR. WEIR

I sincerely trust that the Lord Advocate will reply to the question I am about to put to him. My honourable Friend the Member for Banffshire did not touch upon this question. There are two points I wish to impress upon the Lord Advocate. One is, that the new fishery cruiser, which was wrecked a short time ago, has not been replaced by another boat, and, up to the present, no substitute has been found to perform her duties. I understand that it will be five or six weeks, or probably longer, before the "Brenda" is ready for sea. What I want to ask the Lord Advocate to do is to press upon the Secretary for Scotland or upon the Admiralty the importance of having another cruiser to watch the trawlers on the North-West Coast of Scotland. The other point refers to the Scottish Office Vote, in which a sum of £200 is taken from the Congested Districts Board Fund, to pay an inspector engaged by the Scottish Office. Now, the money set aside for the Congested Districts Board is for the purpose of relieving certain districts, and not to pay the salaries of gentlemen in the Scottish Office. I hope the Lord Advocate will be able to arrange that this £200 will be utilised for the benefit of the people in the congested districts, and not given to this inspector, who is already receiving £420 per annum. I do not know whether he is to have that £200 in addition to his salary paid by the Scottish Office. I do hope the Lord Advocate will be able to give a satisfactory reply to these questions, as I have no desire at this late hour to put the House to the necessity of going to a Division.

THE LORD ADVOCATE (Mr. A. GRAHAM MURRAY,) Buteshire

I can reply to the honourable Member best by referring him to the answers which I gave to the two questions put by him within the last two weeks, which really answer what he asks for. I can only practically repeat what I said in answer to those questions now. As regards the "Brenda," which has been temporarily withdrawn from the duty of protecting the North Sea Fisheries, she will be ready for sea again in four or five weeks. The honourable Member is quite well aware that there are not other vessels—though the Admiralty have many vessels—available for mere police service, which is not a service which ought to be thrown upon the Admiralty. As the honourable Member is aware, when this extra sum for sea policing was given, it was arranged that the policing should be done by the Scotch Office directly, and not by the Admiralty. I think it is scarcely reasonable to put upon the Admiralty any policing duties whilst this ship is being repaired. I can only hope that it will not be found that the temporary absence of this vessel has caused any material inconvenience. With regard to the salary of the official alluded to, there seems to be some cross-purposes, but, if there has been a mistake. I shall be glad to confer with the honourable Member privately about it. As to the duties, it is perfectly right and proper that work of this sort should be done, and it is absolutely necessary that the Govern-

ment should have an officer to see that the work is properly carried out.

MR. LEWIS (Flint Boroughs)

I wish to draw attention very briefly to a case which has arisen in my own constituency of a child whose parents had asked that he might be withdrawn from denominational instruction in the Flint National School. The rector, who is correspondent and manager of the Flint school, wrote in reply—

THE FIRST LORD OF THE TREASURY
