I beg to ask the Secretary to the Treasury whether he will give the House more particular information, by means of a Treasury Minute or otherwise, previous to the Second Reading of the Telegraphs (Telephonic Communication) Bill, as to the precise intentions of the Government regarding conditions to be imposed upon municipalities in connection with licences to be granted to them.
