I beg to ask the Secretary to the Treasury whether he is aware that, in some of the recent promotions of assistant clerks to the Second Division under clause 15 of the Order in Council of 29th November 1898, the Treasury is adjusting the commencing salary in such a manner as to inflict an immediate pecuniary loss on such clerks which will occupy some time in recovery; and whether, in view of the statement made by him last Session, that this grievance—that is, loss of pay on promotion, had been entirely swept away, this action is still held to be consistent with the terms of such Order in Council?

The facts stated by the honourable Member are correct. The decision is not inconsistent with the terms of the Order in Council; but I think that the existing practice does not fully carry out the promise I made that no loss of pay should occur on promotion, and I will see that it is altered accordingly.
