I beg to ask the First Lord of the Treasury whether, in view of the deep interest taken by Members on both sides of the House in the Bill to impose a countervailing duty on sugar, which has been introduced, with the express authority of the Secretary of State for India, into the Calcutta Legislative Council, and also considering the novelty and importance of the commercial policy embodied in the Bill, he will give a day for its discussion before it receives the Royal Assent?

I fear that in the present condition of public business it would be quite impossible to afford my honourable Friend the facilities he asks for.
