I beg to ask the President of the Board of Trade whether he is aware that the Great Eastern Railway Company require their firemen and engine drivers to pass an examination before engaging them, and that in each case this certificate is withheld from the man unless he is going on foreign service, and then only given to the office through which he has obtained foreign employment; and whether he can use his influence to secure that the certificate may be handed to and be the property of the man immediately he has earned it?
