HC Deb 13 March 1899 vol 68 cc522-3
MR.WEIR (Ross and Cromarty)

I beg to ask the Lord Advocate if he will state how many convictions were obtained in the year 1898 against persons engaged in illegal trawling in Scottish waters, and in how many instances there was a repetition of this offence by the same master; will he state in how many cases the men elected to go to prison rather than pay the fines imposed; and whether in all cases the trawling gear of convicted trawlers was confiscated?

MR. GRAHAM MURRAY

I am informed by the Fishery Board that there were five prosecutions for illegal trawling in Scottish waters undertaken in 1898, and convictions were obtained in four of them; in the remaining case, that of a foreign trawler, the verdict was "Not proven." In none of the four instances was there a repetition of the offence by the same master. In two cases the men chose the alternative of imprisonment. The gear belonging to two of the trawlers implicated was seized and forfeited.

MR. PIRIE

Is not the present state of affairs a direct incentive to the breaking of the law—

MR. SPEAKER

Order, order! That is a matter of opinion.
