I beg to ask the First Lord of the Treasury if he can explain why, whilst Counsel being Members of this House are not allowed to appear before Committees of this House or to receive a, fee or reward, it is permissible for solicitors of the High Court of Jus- tice being Members of this House to promote Bills and receive fees for so doing by being a member of a firm of solicitors or Parliamentary agents practising in either House of Parliament?
