I beg to ask the First Lord of the Treasury whether his attention has been drawn to a memorial adopted by the English Church Union, which body includes numerous clergymen of the Church of Engand; whether he is aware that such memorial declares that the signatories deny the right of the Crown or of Parliament to determine the doctrine, the discipline, and the ceremonial of the Church of England; and whether, having regard to the course of conduct announced in the memorial, he will confer with the Lord Chancellor with a view of guarding against any benefice being conferred on any clergyman known to be a member of the English. My attention has been called to the memorial in question. As far as I am concerned, and I believe I can speak for the Lord Chancellor also, I should not recommend any clergyman to a benefice unless I was convinced that he was prepared loyally to obey his Bishop.
