I beg to ask the Lord Advocate whether, in view of the statement contained in the last paragraph of page 6 of the Education Report for the Northern Division of Scotland for 1898, it is proposed to take any steps for the suitable inspection of schools in Wester Ross without encroaching on the annual leave of absence of the present inspector.

With a limited staff it is impossible to avoid occasional pressure, and the Department cannot consider that such occasional pressure necessarily justifies an increase of the staff. Their Lordships trust that the inspectors, as a rule, are able to obtain adequate leave; but should it be shown that the staff is inadequate they will be prepared to make representations in the proper quarter.
