I beg to ask the Under Secretary of State for Foreign Affairs whether he has received an official telegraphic summary of the Repot of the Samoan Commission; and, if so, whether he can give a general indication of the constitutional changes recommended.

Telegraphic reports have been received from Mr. Eliot, the British Commissioner, giving information with regard to the labours of the Commission, but their full report must be awaited and considered before any communication can be made on the subject.
