I beg to ask the Under Secretary of State for War whether the appointment of staff paymaster in the Quartermaster-General's Branch of the War Office is a staff appointment within the meaning of Article 69 of the Royal Warrant for Pay and Promotion of the Army, 1898; and for how long the present occupant, who was appointed on 21st August, 1893, is to hold it.

This appointment is not technically a staff appointment, but it is governed by the rule laid down in Article 69; that is to say, it terminates after five years, "unless extended under special circumstances." The present occupant was appointed from 21st December, 1894.
