§ THE FINANCIAL SECRETARY TO THE TREASURY (Mr. HANBURY,) PrestonCirculars which conform to the Book Post Regulations are transmissible at the halfpenny rate of postage throughout the United Kingdom. If a higher rate has been charged at either of the places mentioned this must have been due to some misunderstanding, and the Postmaster-General will be obliged if the hon. Member will furnish him with particulars.
