Order of the day for the second reading read.

venture to ask the House to pass the second reading of this Bill, the object of which is to exempt from rates these institutions which are supported by voluntary contributions, and which only concern five Unions. I hope the House will consent, for I am not aware of opposition to it. I may say that there are many precedents for this measure. Such institutions are now exempted from Imperial taxation, and all I desire is to extend that exemption to local taxation. In Ireland they have been exempted by statute.
