I beg to ask the Lord Advocate, having regard to the statement contained on page 9 of the Congested Districts Board Report, will he state how many applications were received during the year 1898 from cottars who desired to obtain land in their own immediate neighbourhood; and will the Board consider the desirability of ascertaining from all such applicants in future whether they would be willing to migrate.

I am informed by the Congested Districts Board that it is impossible to separate cottars from crofters in their applications, as in most instances they made joint application, and in others the petition was a resolution of a public meeting of crofters and cottars. The Congested Districts Board consider that the initiative as to migration should be taken by the applicants.
