§ "That the Board may from time to time enter into agreements with the Com- missioners of Inland Revenue, if the Commissioners in their discretion think proper, for the payment to the Commissioners, by way of composition of Stamp Duty on transfers of any stocks, of such a sum or sums as may from time to time be agreed between the Board and the 8 Commissioners, and in consideration of such payment transfers of the stock in respect of which such composition has been paid shall be exempt from Stamp Duty."
