I beg to ask the First Lord of the Treasury whether his attention has been called to the recent Report of the Bar Council on criminal business at assizes; and whether the Government will, by Royal Commission or otherwise, cause inquiry to be made into the existing circuit system.

I believe there is no reason for a Royal Commission on this subject, as all the facts are already in the hands of the public, or of that part of the public which takes an interest in the matter. Some remedy has already been applied; but I understand that that remedy is insufficient. The matter has for some time been under the consideration of the Lord Chancellor, and I believe he will have some proposals to make of a legislative character before long, either in this House or in another place.
