§ LORD HUGH CECIL (Greenwich)I think the honourable Member's suggestion that there should be full inquiry before legislation is attempted is a very proper one. After all it is only five years ago that the Parish Councils Bill was passed, and such a change as this ought not to be undertaken without full inquiry.
