I beg to move the second reading of this Bill.

said that, on behalf of the Government, he had no desire to offer any objection to the Bill. A difficulty arose last Session as to the carrying of this Measure owing to the opposition of the right honourable Gentleman the Member for Wolverhampton, who suggested that the election should be for two years instead of three, as proposed by the Bill. He believed that the right honourable Gentleman during the recess had considered the matter, and had now withdrawn his opposition, and had informed the Local Government Board that he would like to see the Bill passed into law.
