Message from the Lords (17th February) communicating the following Resolution— That it is desirable that a Joint Committee of both Houses of Parliament be appointed to inquire into the Salaries of the Permanent Staff of both Houses of Parliament, and as to the present method of appointment or nomination by any Officer of either House; and to report what changes, if any, are suitable in respect thereto,

Motion made, and Question proposed— That this House concur with the Lords upon the appointment of a joint Committee of both Houses to consider the offices and emoluments of the officers of the Houses of Parliament."—(Sir W. Walrond.)

I do not object at all to the appointment of this Committee, because I am most anxious that such a Committee should be appointed, but this Motion has been taken so late to-night that I desire to say that we shall require to understand the terms of reference. It is desirable, no doubt, that we should have a Committee upon this subject. Such a Committee as this will involve a long and laborious inquiry, and it will be a pity if, after such a long and laborious inquiry, some results are not attained.
